Per the rules for Siamese Mah Jongg, you may only move an exposure to a different rack on the turn that particular exposure was made. In the online game you'll see a "change" button near a recent exposure - click this and you'll be able to move your exposure to the other rack.
Once you've discarded to end your turn it's no longer possible to move the exposure.
